Some years ago, many Medicaid providers received a letter from insurance giant Magellan Healthcare noting a significant change in that they will require all Applied Behavior Analysis (ABA) support staff to be Registered Behavioral Technicians® (RBT®). The letter specifically states:
“Your staff must hold a RBT™ credential or a state-issued license, certificate or other designation as a behavior technician no later than Sept. 30, 2016, to treat Magellan members.” It’s our opinion that information was a starting point for a major shift in how commercial insurance organizations deal with credentialing for staff working on the delivery of ABA for children and young adults with autism.
Furthermore, the Magellan Healthcare website was updated as follows:
Magellan Healthcare* recognizes how important it is that individuals and their families get the best, most effective care possible. And, we are not the only ones looking for enhanced ways to offer such support. As you may know, the Behavior Analyst Certification Board (BACB®) created the Registered Behavior Technician® (RBT™®) credential to complement the Board Certified Behavior Analysts and reflect the education and training required for the duties of a behavior technician. The RBT signifies the high standard of service that our customers and members come to expect.
Therefore, we have revised our ABA criteria for Behavior Analyst Support Staff.
Magellan is requiring that behavior analyst support staff that provide ABA services hold a certification of Registered Behavior Technician® (RBT®) through the BACB® or hold a state-issued license, certificate or other designation as a behavior technician. In addition to the RBT, Magellan accepts the BICC to meet the requirement for paraprofessional certification.
Only the behavior analyst support staff who meet these requirements will be eligible to provide direct care services to Magellan members.
To date, we have sent out a letter to notify providers of this change as well as a follow-up communication extending the deadline for compliance to give applicable support staff sufficient time to obtain the RBT, state-issued license, registration, certification or other designation as a behavior technician.
